Simeuleu returning to normal after quake

The activity on the island of Simeulue in Aceh province reportedly began returning to normal Thursday, a day after a major earthquake killed four people, seriously injured dozens of others and the destruction of infrastructure and homes.

Residents who fled to higher ground on Wednesday for fear of a tsunami had returned to their homes, said Medan Air Force base commander Colonel Agus I Putranto on Thursday, after visiting survivors on the island of Simeuleu.

He said that based on aerial surveillance was conducted with the members of the National Coordinating Agency for Disaster Management, the island did not suffer any damage in the earthquake.

"We did not find any major damage in the surveillance, except in the northern part of West Simeuleu, where many buildings, including the district administration office and the police station were damaged," he said.

Asked about the number of victims, Agus said 26 people were seriously injured in western Simeuleu, with the majority still being treated in an open field, while three people were killed and five were wounded in the east of Simeuleu.

He said that the relief aid has yet to arrive in Simeuleu. The Air Force has submitted two aircraft Cassa airlift of aid to affected areas.

Simeuleu Social Zulmufti head office was quoted as saying by the Antara news agency in Banda Aceh that four people died in the earthquake, two in the east of Simeuleu, one in Teupah South and Central Teupah.

Areas most affected include western Simeuleu, Alafan and Sialang, where schools, medical facilities and places of worship were severely damaged.

Simeuleu state hospital was damaged in the earthquake, forcing doctors to treat patients in tents.

The Aceh provincial administration has continued efforts to send humanitarian aid to the island.

The Office of Social Aceh has sent four truckloads of food and clothing to earthquake survivors.

While The Meteorology and Geophysics Agency (BMG) said residents of Simeuleu still suffering aftershocks, but of moderate intensity.

"Aftershocks in Sinabang, the regency of Simeuleu, is likely to continue because of the energy pent up after the main quake on Wednesday," said the head While BMG Rifwar Kamin on Thursday.

He said the quake did not cause extensive damage and a large number of casualties because its epicenter was located at a depth of about 34 kilometers.

President delays restrictions on fuel

In the face of protests from lawmakers and analysts, President Susilo Bambang Yudhoyono Monday postponed a plan to limit public fuel consumption until further studies could be undertaken to measure its effectiveness.

Despite expectations that fuel subsidies will be increased substantially this year due to higher world oil prices and increased fuel consumption, Yudhoyono sees no immediate need to impose the agenda of fuel in May as proposed by officials of energy agencies.

"The President has told us not to the imposition of a hurry with the program until it is safe, the program will be implemented in line with the plan," Energy and Mineral Resources Minister Purnomo Yusgiantoro told reporters after a Cabinet meeting .

The Cabinet meeting aims at the establishment of a date for the program and its customer base.

Purnomo said that the President had required the agencies related to the institute several procedures before imposing the program, which will include a preliminary trial, a pilot project, evaluation, and a public awareness campaign.

"We are still preparing these procedures. That's why we can not reach an exact time for the program," he said.

With world oil prices hovering above $ 90 Per barrel, the coffers are already being diverted for subsidies on fuel and electricity.

The government was forced to double the grant for this year's state budget revision to 106.2 billion rupees (11.4 million USD), compared to 45.87 billion rupees in the budget State's original 2008.

Assumptions for calculating the grant proposal was based on the fuel consumption of 35475 million kilolitros, global oil prices of 83 dollars per barrel, and an exchange rate of 9150 rupees per US dollar.

The largest grant is expected to drain funds that were used to build infrastructure, schools and other public needs, as well as limiting the ability of the State to expand businesses, as they are forced to pay big dividends to the Government.

While the state budget is likely to be overwhelmed, analysts believe that the agenda of fuel Yudhoyono would be the only saviour for preventing raise fuel prices to ease the burden of subsidies.

The hiking fuel prices could present problems for Yudhoyono before the general elections in 2009.

President of the downstream oil and gas regulator BPHMigas Tubagus Haryono said that the program only save 10 billion rupees in subsidies, while its social impact could be much greater.

Under the program, the government issued a "control card kerosene" to low-income households throughout the country, with each household limited to 12.5 litres per month.

The government also intends to distribute a smart card to limit fuel consumption subsidized by motorists in Java and Bali. With the card, a car and a motorcycle can only consume 1 liter and 5 liters of fuel per day, respectively.

The plan has recently drawn a wave of protests from legislators and analysts who believe that the system can trigger social unrest because the allocation is so small that consumers will have to find ways to work around it.

The programme will also create loopholes for graft, they say, because the monitoring system remains unclear, particularly in the procurement and distribution of fuel by agents under the programme.

Merpati flies out of Halim Perdanakusumah airport for a month

JAKARTA (JP): State-owned PT Merpati Nusantara Airlines announced Monday it will fly out of Halim Perdanakusumah airport in February to maintain its level of service to passengers.

"The temporary move was taken because weather conditions in Jakarta and its surroundings are expected to remain unpredictable in the coming weeks," Merpati corporate secretary Purwatmo saidin a media release.

"By moving to Halim Perdanakusumah airport, Merpati is anticipating unwanted events experienced by many airlines last week."

Purwatmo was referring to events on Friday, when the Sedyatmo tollroad connecting Jakarta to the Soekarno-Hatta International Airport was inundated, disrupting flight schedules.

Airport authorities also closed the airport in Tangerang from 10 a.m. to 3 p.m. due to bad weather and limited visibility.

Many airplanes were forced to postpone their departures or divert to another airport including Halim Perdanakusumah airport.

On Monday there were only two Merpati flights departing from Halim Perdanakusumah at 9:30 p.m. and 10:15 p.m., both heading for Makassar, South Sulawesi.

There were five arrivals scheduled in Halim Perdanakusumah on Monday afternoon from Denpasar, Medan and Makassar.

"We will move all flights to Halim Perdanakusumah on Tuesday," Purwatmo told The Jakarta Post over the phone. (nvn)

Soekarno-Hatta International Airport closed due to heavy rain

JAKARTA (AP): Indonesia was forced to temporarily close its main international airport Friday because of poor visibility during heavy rains, said an official. More than 60 planes were delayed or diverted.

Hariyanto, a spokesman for the Soekarno-Hatta International Airport, said he hoped that the facility will reopen in early afternoon. Runs were not flooded, but the visibility was less than 300 meters - compared to the minimum level of 500 metres, hesaid.

Forty-three flights were delayed and 21 diverted to other airports, Hariyanto said.

Indonesia was pounded by rain late Thursday and early Friday, bringing traffic to a standstill in much of the capital, Jakarta.

The rain is expected to continue until nightfall, Zakir Ahmad, a spokesman for the meteorology and geophysics agency, told El Shinta radio.

Flooding in the city for the last time in February 2007 in Jakarta, much of which is below sea level. Environmentalists have blamed the flooding of garbage from rivers clogged, rampant overdevelopment and deforestation of the hills south of the city.
